A parent opens a new school calendar and sees dates that look both familiar and slightly off. First day moved by two days. Spring Break shifted a week. A PD day appeared in October that was not there last year.
Most parents treat these changes as the work of someone in a district office moving dates around. The dates are actually the output of a five-layer constraint stack. Each layer narrows the range of possible dates until only a handful of calendar shapes remain. The final board vote ratifies what the constraints already demand.
Thanksgiving week is identical across 198 of 204 districts because the constraint stack leaves little room to move it. First day varies by five weeks because the DOI layer creates flexibility at exactly that point. Some districts publish next year's calendar in December, others in March — the DOI layer explains that too. What can change year to year and what cannot is determined by which constraint layer controls the date.

How the Constraint Stack Works
The five layers do not operate independently. They cascade. A decision at layer 3 (DOI start-date exemption) ripples through layer 4 (teacher contract days) and determines which dates are available for layer 5 (board adoption).
Layer 1: The 75,600-Minute Floor
Texas Education Code Section 25.081 requires every district to operate for at least 75,600 minutes per school year, including recess, lunch, and intermissions. That figure — roughly 180 seven-hour instructional days — is the hard lower boundary. No district calendar can fall below it.
Most districts build more than the minimum. The excess is an operational cushion. A district that adopts 77,000 minutes has about 1,400 banked minutes, enough to absorb roughly three full-day closures before makeup days activate.
The minimum creates the calendar's outer shape. A district that must deliver 75,600 minutes across roughly 180 student days has limited room to add holidays, shorten weeks, or extend breaks. Every student holiday the district adds must be offset by instructional minutes elsewhere. This is the arithmetic that prevents any Texas district from having a Thanksgiving-week-plus-extra-days configuration — the minutes math does not allow it.
Layer 2: STAAR Testing Windows
TEA posts student assessment calendars well before the school year they govern, so testing windows become fixed constraints before most districts finalize their local calendars.
The spring 2027 STAAR windows occupy three consecutive two-week blocks in April:
- April 5-16: Reading Language Arts (grades 3-8), English I, English II
- April 12-23: Science (grades 5 and 8), Social Studies (grade 8), Biology, U.S. History
- April 19-30: Mathematics (grades 3-8), Algebra I
December 2026 has a separate window for end-of-course retests: November 30 through December 11.
These windows act as fixed obstacles on the calendar. A district cannot place a full-week student holiday inside a STAAR window. It cannot schedule a PD day that would pull teachers out of test administration. The testing calendar effectively blocks out most of April and the first half of December for any non-testing student closure.
The practical result: March and May absorb the PD days, student holidays, and bad-weather makeup dates that cannot be placed in April. This is why March 26 and April 23 are two of the most common makeup-day dates in the statewide data — they sit just before and just after the April STAAR block, on dates the district was already planning to use as student holidays.
The December EOC window has a subtler effect. It pushes some districts to schedule semester exams and early release days in mid-December, before the Winter Break, rather than spreading them across the full month. A December calendar is shorter than it looks.
Layer 3: District of Innovation Exemption
Texas Education Code Section 25.0811 sets the fourth-Monday-in-August start-date baseline. For 2026, that date was August 24. Without any further layers, every Texas district would start on or after August 24.
The District of Innovation program, created in 2015, changed that. The TEA list reviewed July 26, 2026 reports 981 Districts of Innovation. A DOI plan can claim an exemption from the fourth-Monday rule; separately, 199 of 204 calendars in this article's analysis cohort start before August 24.
DOI plans are adopted by a district's local board vote. TEA does not grant them. Once adopted, the plan pre-authorizes calendar parameters — most commonly the start-date exemption. Once the DOI plan is in place, the calendar committee does not need to debate whether to start early. It only needs to decide how early.
The DOI layer explains the five-week first-day spread in the current data. Socorro ISD starts July 27. Comal ISD starts August 25. These two districts are operating under different start-date boundaries: one calendar uses early-start flexibility, while the other stays at or after the fourth-Monday baseline. Each district's calendar committee works inside the box its DOI plan and local policy have already drawn.
Layer 4: Teacher Contracts
Teacher contracts specify the number of workdays, typically 187 days, and the breakdown between instructional days, professional development days, and teacher workdays. These are negotiated at the district level and vary in detail.
A teacher contract that requires 187 workdays and 10 professional development days creates a student calendar with roughly 177 instructional days. Those 10 PD days must land somewhere on the calendar. They cannot land during STAAR windows. They cannot land during major breaks. They typically land on Fridays — the path of least resistance for a date that removes teachers from classrooms but is still countable as a contract day.
In the current data, March 26 is a student holiday on 155 district calendars. February 12 appears on 59. October 9 appears on 48. These common Friday student-holiday slots are where districts place staff development, local holidays, and makeup-day overlays after the STAAR layer has narrowed the usable calendar.
The teacher contract layer also explains early release days. A district that builds teacher planning time into the contract as early release hours rather than full PD days produces a different calendar pattern: fewer full days off, more shortened school days. The parent experience — whether the district has three full-day PD closures in October or weekly early-release Wednesdays — is determined at this layer.
Layer 5: Board Adoption and Community Input
The bottom layer is the public one. A district's calendar committee — usually the District Education Improvement Committee, which includes teachers, administrators, parents, business representatives, and community members — develops a draft calendar proposal.
The draft must satisfy all four layers above it. The committee does not debate whether to have Thanksgiving week; the minutes math and teacher contract already dictate that. It debates the remaining free variables: Should Spring Break align with neighboring districts? Where should the two remaining PD days go? Should bad-weather makeup days sit in February or April?
The draft goes to public comment. Parents can submit feedback. The draft then goes to the school board for a vote. In the current data, the most common adoption window is mid-December through late February. The earliest recorded board approval in the dataset is December 15, 2025. The latest is late February 2026. Alice ISD approved its calendar on December 15, 2025 and revised it on April 15, 2026 — a reminder that board-approved does not mean frozen.
After adoption, the calendar is published on the district website. It is now "official" — the district's current published position, subject to amendment for weather closures, board-directed changes, or operational needs.
The Timeline: When Your District's Calendar Appears
Across the current dataset, the adoption timeline follows a consistent window.
December 2025 through February 2026 is when most 2026-2027 calendars were board-approved. Districts of Innovation tend to publish earlier because their DOI plans remove the start-date variable from committee debate. Districts without DOI flexibility, or with more complex contract negotiations, may publish closer to March.
The window between draft publication and board vote — typically two to four weeks — is when a parent can see the proposed calendar and submit feedback. After the board vote, the calendar is public. The process for the 2027-2028 school year will follow the same timeline: draft in late 2026, board vote between December 2026 and February 2027, publication shortly after.
Three public signals indicate next year's calendar before it is formally published. The district's DOI plan pre-authorizes the start-date range. The current year's calendar is a close proxy — the constraint stack means year-to-year changes are usually small. The district's board meeting agenda lists calendar adoption as a public agenda item, often weeks before the vote.
What Changes Year to Year and What Doesn't
The constraint stack makes some dates far more stable than others.
Rarely changes: Thanksgiving week. The 75,600-minute floor and the proximity to Winter Break leave almost no room to move it. In the current data, 198 of 204 districts use November 23-27. Winter Break start and end dates are nearly as stable, because they follow the December calendar rather than district preference.
Sometimes changes: Spring Break week. The STAAR layer does not constrain March, and a district can shift between the two dominant weeks — March 8-12 and March 15-19 — based on regional alignment preferences or community feedback.
Most likely to change: First day, last day, PD day placement, and early release schedules. These are the variables the calendar committee actually debates. A DOI district that started August 12 this year might start August 10 next year to balance semester length. A district that received parent feedback about October childcare gaps might consolidate PD days into fewer months.
Can change after adoption: Bad weather makeup days. A hurricane or ice storm that exhausts banked minutes converts conditional dates into school days. Board-directed amendments can also shift dates for operational reasons.
Why Some Districts' Calendars Look More Alike Than Others
Houston-area Spring Break splits between March 8-12 and March 15-19. San Antonio's is nearly uniform at March 8-12. The RGV's is nearly uniform at March 15-19.
The constraint stack explains the pattern. Layers 1-3 (minutes, STAAR, DOI) are identical across Texas. Layers 4-5 (teacher contracts, community input) are local. When Houston districts sit on different Spring Break weeks, the divergence comes from individual districts making different choices at the local-coordination layer. The state-level constraints are identical for all of them. The result is a split metro.
San Antonio and the RGV avoided that split. Local coordination — whether formal or informal — produced metro-wide alignment. The constraint stack allowed either outcome.
